RULES GOVERNING
APPLICATION FOR AND PAYMENT OF SCHOLASTIC AWARD(S)
- Scholastic Award(s) are given each year by the GFWC-New York State Federation of Women's Clubs (GFWC-NYSFWC) entering his or her Junior or Senior Year in an accredited college in New York state. During the year that the award(s) are given, additional scholastic awards will be provided as monies permit. One half of the Scholastic Award(s) to be paid to the Student by the GFWC-NYSFWC Treasurer at the beginning of each semester upon notice from the Scholarship Chairman that the recipient is in good standing. A copy of the official transcript to be provided to the Chairman by September 15th for the Fall Semester and February 15th for the Spring Semester of the awarded year.
- The applicant shall be a resident of New York State and a citizen of the United States of America.
- Application shall be made through and applicant sponsored by a Member Club of GFWC-NYSFWC. Each member club may sponsor one (1) applicant in any club year.
- The applicant shall submit a written application prior to February 15 of the year that the scholastic award(s) are given. The Applicant shall also submit a short report indicating activities in and out of school, aim in acquiring an education and plans following graduation from college.
- The Applicant shall be of superior ability, scholastically resourceful, personality and promise. The Applicant shall be in good health, show interest in civic affairs and evidence of need of financial assistance to complete education.
- The school shall furnish the Scholarship Chairman with a transcript of the Applicant's record and credentials showing scholastic rating and information concerning participation in extra-curricular fields. This shall be included in the envelope with the application and must reach the Scholarship Chairman prior to February 15th.
- The Applicant shall have submitted, to the Scholarship Chairman, at least three (3) letters of reference that will supply information concerning the character, background, habit, health and financial need of the applicant. These letters must reach the Scholarship Chairman prior to February 15th. The Applicant shall also list the names and addresses of references on the application form.
- Application forms, which follow, may be photocopied or requested by a Member Club of the GFWC-NYSFWC. Such requests should be made to the Scholarship Chairman.
- Names of Scholastic Award Recipient(s) shall be made known to the GFWC-NYSFWC President as soon as a decision is made.
- The names of the Scholastic Award Recipient(s) shall be announced at the GFWC- NYSFWC Annual Convention.

APPLICATION FOR FRANCES BAILEY SCHOLASTIC AWARD
Established in 1996
1. One (1) Five hundred dollar ($500) scholastic award will be given each year by the GFWC-New York State Federation of Women's Clubs (GFWC-NYSFWC) for the Frances Bailey Scholastic Award to a graduating high school senior, who has been accepted in an accredited college in New York State. The money will be paid at the beginning of the Fall Semester to the Student by the Treasurer of GFWC-NYSFWC after proof of enrolment is provided to the Scholarship Chairman (deadline September 15th).
2. The applicant shall be a resident of New York State and a citizen of the United States of America.
3. Application shall be made through, and sponsored by, a member club of GFWC- NYSFWC. Each club may sponsor one (1) applicant in any club year.
4. The applicant shall submit written application postmarked no later than March 1 of the year the scholastic award is given.
5. The High School shall furnish the Scholarship Chairman with a transcript of the applicant's high school records. The transcript shall be included in the envelope with the application.
6. The applicant shall submit to the Scholarship Chairman at least three (3) letters of reference that will supply information concerning the character, background and financial need no later that March 1.
7. Application forms, which follow, may be photocopied or will be sent upon request of a Member Club of the GFWC-NYSFWC. Such request should be made to the Scholarship Chairman.
8. The name of Frances Bailey Scholastic Award recipient shall be made known to the GFWC-NYSFWC President as soon as a decision is made.
9. The name of the Frances Bailey Scholastic Award recipient shall be announced at the Annual Convention of the GFWC-NYSFWC.
